ABSTRACT This study aimed to determine internal factors, external factors and priority strategies that support youth farmer empowerment activities in Kemuja Village, Mendo Barat District, Bangka Regency. The study used combination method (Mixed Method). The research method used interviews, questionnaires, and observation. This study involved 30 respondents who were selected by purposive sampling technique. Data analysis was carried out by descriptive analysis using the analysis of Strengths – Weaknesses – Opportunities – Threats (SWOT) and Quantitative Strategic Planning Matric (QSPM). The results showed that internal factors consisted of 14 strengths and 11 weaknesses, external factors consisted of 17 opportunities and 3 threats, and 1 priority strategy with a TAS value of 5.3 namely Empowering young farmers in pepper breeding business in groups through counseling about Standard Operating Procedures (SOP) in pepper nursery. Counseling is carried out to improve the knowledge, attitudes, and skills of farmers in pepper (Piper nigrum L.) breeding. The increase in knowledge, attitudes, and skills is known from the results of the pre-test and post-test given before and after the extension activities are carried out. Increased knowledge of 10 farmers as a whole with an average percentage value of 55%. The result of the average score of the pre-test activity was 41.6%, increasing to 97.6%. Improved attitude of farmers as a whole with an average percentage value of 60.2%. The results of the average score of the pre-test activity of 39.8% increased to 99.2%. The results of the extension on the skills aspect of farmers as a whole with an average percentage value of 93.4%.
