ABSTRACT This study aimed to determine the application of white pepper (Piper nigrum L.) cultivation technology, determine market opportunities for white pepper products, and design a community empowerment model for the development of white pepper business in Mendo Barat District, Bangka Regency. This study was carried out from November 2020 to July 2021 in Mendo Barat District, Bangka Regency using an exploratory descriptive method with a qualitative approach. The selection of locations and informants was carried out by purposive sampling. The type of data used was primary and secondary data as supporting data with triangulation data collection methods using observation, interviews, and documentation methods with analysis using the Creswell approach. The results of this study were (1) The application of technological innovation in the study location of Mendo Barat District is still not following GAP in several aspects of cultivation when compared to the cultivation activities carried out at the BP3L Experimental Land in Namang. Cultivation aspects such as land management, integrated cultivation, pest and disease control, packaging, and storage can be improved further. (2) Marketing of white pepper in Mendo Barat District is still limited to raw produce in the form of dry pepper (pepper granules). Meanwhile, the household need for ground pepper seasoning is quite high, this provides market opportunities for pepper farmers to develop their products so that they can be marketed to the wider community. (3) The empowerment model carried out is business development by processing and packaging pepper powder to improve aspects knowledge, attitudes and skills achieved. The achievement of the empowerment goal is indicated by an increase of 29% in the average value of the knowledge aspect, 14% in the average value of the attitude and skill aspect of the participants in making pepper powder which reaches a value of 95% which is included in the high category.
